I can confirm this bug in K/Ubuntu 8.10.
These two steps made it to work again for me.
1. Running
cp /etc/udev/lomoco.rules lomoco.rules /etc/udev/rules.d/80-lomoco.rules
2. Editing to usb_device to usb_endpoint
This must be fixed as an update to 8.04 and 8.10!!!

I get this problem with my own Qt4 based application compiled against
Ubuntu bundled Qt 4.3.4 library, thought this time around it looks like:

it is a clean install of kubuntu 8.10 with new user.
Lately I copied some configs and apps data from my old user.
There is the issue with qtcurve too,
kde4-style-qtcurve-kdeconfig, kde4-style-qtcurve, kde-style-qtcurve,
gtk2-engines-qtcurve are installed, qtcurve is chosen.
Some clamav packages in ppa for Hardy have unmet dependencies:

I can not change user without rebooting.
When I am perfoming "Logout" or "Switch user" I'm getting to terminal with
"Checking battery state" and there is no promt shell.
Though Ctrl+Alt+Del works and first thing it does - stopping kdm.

Ktorrent does not automatically starts with rest of applications in stored
session most of the times
To be sure it runs on stsrtup I have to add it to Autostart in systemsettings.
Bur some times I'm having to instances of Ktorrent running.

This logs are from my EEE PC
I have to install latest kernel and xorg bits to smoothly run kubuntu
9.04 on it.

8.10 updated to 9.04.
Few days synaptic worked just fine, now it fails with same symptoms.
Interesting:
1. login with SSH and start synaptic on external x-server. prefs saved just
perfectly. For testing purposes changed "store history for 90 days" (BTW, why
such value? I want t

1. pitwalker's suggestion about accessibility did not worked. But I really have
played with accessibility technologies
2. under another user with administrative privilegies all works fine except for
saving a value for "treat recommended..." parameter: it is ON after synaptic's

upd 2: after turning "accessibility..." off in system-parameters synaptic does
NOT hang on "apply" or "ok"
