I think I figured out a partial solution.
I found a similar bug report here on Launchpad, Bug #1739991. I turned
off Sophos real-time scanning, and I was able to successfully run 'sudo
apt --fix-broken install'. It seems like there are multiple causes for
this issue, but I hope this helps somewhat

If I go to System Settings/Display and Monitor, then click "Identify",
then only the primary monitor is identified.
I tried disabling the secondary monitor and re-enabling it, and that
fixed the problem as well for this session.

A fair point... The only files that mosquitto can create are a pid file
(if created then occurring before this call to umask), the persistence
file and log files. Having the log files readable by all would probably
be a bad thing as well.

Ok.. Second try with manual install of dependencies for the new
dnsutils-package.

I worked round this issue by uninstalling gnome-shell-extension-
appindicator. This fixed this issue and also a number of high cpu usage
issues I was seeing. The cpu issues were sometimes severe enough to also

slower (but really slowly) on my spare PC. The memory use for gnome-
shell is, essentially, static.
So: I sampled some perf data from the PC where it consistently happens
and threw up a flame graph.

Yes, the standalone app works perfectly and is packaged with the shell.
The browser plugin does not. I have only tested the Firefox version
though. The Chrome one might be better.

I have just experienced this on Kubuntu 20.04. I have an nvidia card and
apt just upgraded the nvidia drivers. I wonder if that is related. After
the upgrade, blender refuses to start, stating that there is no
supported graphics card so *something* has changed there.

I installed 20.04 stock to VirtualBox and clicking the "3x3 grid of
dots" button bottom left of the desktop brings up applications to chose
from, but the "Frequent All" UI elements are jiggling up and down.
