Yes. this would enforce the password policy regardless of the method
used to change it. Currently, it would be possible to do a ldap_modify
to change your password to a 1 character password that would let you
authenticate to any clients, including pam_ldap.
I plan on fixing this in gutsy.

This should not be implemented at login time. That could cause a user
to be locked out. This should be implemented durung a password change.
Of course, root can and always should be able to avoid such
restrictions.

I have two 64bit kubuntu systems that seem to be experiencing this. One
has nvidia the other has intel. This does not seem to be related to the
nvidia video.
I had to use tasksel to install gnome to work around this.

com->canonical->unity->panel. Now in raring, that no longer works.
This is an extremely frustrating bug. If I can't use the Apps I want,
