I believe this bug to be wrong. Currently at least in Debian sid, smarty
expect plugins in /usr/share/php/smarty/libs/plugins and nowhere else. I
don't know why you concluded something else (unless Ubuntu's smarty
diverged on installation path which I doubt).

Changing the path in ubuntu only was a serious mistake... it's good to
fix bugs, but not to introduce gratuitous incompatibilities between
Debian and Ubuntu.

sql-ledger only suggests postgresql. There's no dependency to change.
It's the server that is suggested because sql-ledger requires a
postgresql database hosted on a postgresql server. The postgresql
package is a meta-package depending on the latest version of the
database server.
