There are usually two reasons for this "error":
* the cached directory is empty
- caused by icons pack uninstall removing files but leaving directory in
place
*directory is not empty but the icons are not in subfolders named WIDTHxHEIGHT
(icon dimensions).

I fully agree: font contrast is much too low in Mavericks default themes
(esp. Radiance). This impairs the overall impression of the new themes.
Especially buttons in dialog boxes look washy and blurry (see attached
picture).
