My locale settings clearly say that 1 and a half has to be printed and
entered as "1.5"'. Openoffice ignores this and uses "1,5": So if I enter
"1.5" into a spreadsheet, it is treated as a string and I cannot do any
computations with it.
(This of course applies to all numbers and not just 1.5)

I did a couple of tests myself. It seems that the error message is just badly
chosen - the problem is not that gnubiff cannot convert us-ascii to UTF-8 but
that the conversion fails because the original message isn't in the charset it
claims to be (in that case us-ascii).
