I'm having the same issue exactly. When I try install apache2-prefork-
dev on Ubuntu 8.04 and I'm getting:
$ sudo apt-get install apache2-prefork-dev

I was able to install the same packages successfully on another Ubuntu
machine running the same Ubuntu version but 64 bit.
