Yes, we (as phpMyAdmin developers) originally argumented also this way.
However there is problem that MySQL allows local connections without
passwords, while phpMyAdmin allows to make them remotely. That's reason
why empty passwords are disabled by default (by upstream).

Yes, this is true on all current phpMyAdmin versions. Only recently we
by default disabled root without password.
But all these problems come from MySQL defaults, which I thing are
simply wrong. On the other side when compared to root with no password,
this one is less evil.

I don't see how this can happen as the postinst first checks whether
that file exists and if it does not it symlinks it

Well, there is really not sane way to do this automatically. And no
matter what people do, installing rpm packages directly is not
supported.
And by the way, on Friday I've uploaded new version to Debian with more
detailed documentation how to fix the database.
