Apparently something had left /usr/share/initramfs- tools/hooks/plymouth.orig and /usr/share/initramfs- tools/hooks/plymouth.orig~ files in my file system. Deleting these files let the update proceed. Possibly reassign to initramfs-tools, and possibly make those packages more robust to backup files
