Something has changed in grub behaviour between 18.10 and 19.04, at least on a Dell XPS 15 laptop. In Ubuntu 18.10, with the default GRUB_TIMEOUT=0, it used to be possible to enter the grub menu by pressing shift or escape during boot. In 19.04 I've found that I need to set eg. GRUB_TIMEOUT=3 els
