1) download and extract the .tar.gz

3) change to newly created directory

I've tested it on the machine where I compiled the new upstream version
manually (i did a sudo make uninstall, of course).
It does not work on a freshly installed system.

You are right. Shutter simply executes gnome-web-photo with given parameters so
there is not much I can do here.
I don't know of any fix for that as well. It is working fine again in karmic...

@Krysztof: The missing dependency is a bug in Debian's and Ubuntu's
packages. Would you communicate the problem in order to get this fixed?
Shutter should disable the plugin, indeed. There is already a bug report
