The issue is that it'd be too difficult to implement right click for maximized
windows.
Regardless, the menu is still available through the ALT + Space shortcut, so
you do not have to unmaximize the window to put a window always on top.

because ccsm is not installed by default. Finally, unity's current
behaviour is to restart itself when it crashes, so this bug is not as
