Never mind. It would appear that this bug refers to actual missing
library files. My problem is caused by something else, though libtool
will often report a "file not found" error even when missing files are
not the real cause of the failure.

I hit this bug while trying to debug a problem with module-rtp-recv. I
made a change to the source and rebuilt the debs with dpkg-buildpackage.
When I installed the new debs I got this:
$ pulseaudio -v
...
