I confirm that the bug is fixed in lucid 2.6.32-21 kernel.
Mainline 2.6.33.2 is still problematic.

Correction...the tuner is xc3028
If I manually delete the xc3028 firmware from /lib/firmware there is no
more delay.
The firmware was both manually installed and through linux-firmware-
nonfree and the same delay was produced.

Did you have a download finish?
For me the problem is 100% reproducible starting after the download
finishes and seeding begins (in deluge).

I booted Oneiric with the live cd & tried to perform a copy from the
camera again.
In the attached screenshots you can see gvfsd loading painfully slowly
the entire ~1Gb file in memory & stalling nautilus while it does so.
Once the file is cached the copy continues to the attached usb flashkey.

The problem appears when I try to copy video files, they are all >1gb,
from the camera while connected with the USB cable.
It is probably linked to the camera as the copy fails on every system I have
tried it, including windows XP.
