I have this problem testing Cosmic as well. In fact it is a problem both
when using a virtual tty (alt-cntl-F2 for example), and when using ssh.
The problem appears to me to be that pinentry, the program to collect
the passphrase for one's private key, is not working as it was.
Assuming I am not

for some reason. After that gpg-agent seems to remember the passphrase
and I assume that the prompt is unnecessary.

I was able to trace this problem on my machine to libgl1-mesa-dri.
Using git bisect I was able to identify and successfully test mesa
commit 32218e4cc88f7dedebadffe4a80247decf4498f1 as addressing the
problem.
I've rebuilt the mesa package with this patch cherry-picked in
ppa:jsjgruber/ppatwo, and

I know this may sound odd, but are you running apache, and if so, are you
running the latest version? apache2 (2.2.
After further investigation I don't recommend using kvm to reproduce the
problem--I'm not convinced it faithfully reproduces the cpu capabilities
WRT SSE and SSE2cpu capabilities (though it does crash there).
Removing lernid from affected packages since the symptom of the plugin
crash is so differ
