I've read on some websites like ArchLinux Wiki and TecMint that the tlp
package is not crucial but it's important for power management. I'm
using Budgie on a laptop so battery life is meaningful for me. So do you
advise me to remove tlp anyway?

I can confirm this problem still exists in 13.04 (raring). I'm using
Daniel Eckl's patch in comment #49 to work around it, but I modified it
to only kill dhclient. It appears that dnsmasq is being terminated
properly in 13.04.
