I can no longer reproduce this either trying the 2020-04-20 daily ISOs
for Ubuntu proper as well as Ubuntu Budgie, so apparently it has been
fixed. While it would be nice to know which commit fixed this, looking
through the recent git commit messages, nothing obvious jumps out at me.

Sorry I somehow missed your message for a month ago, Sebastien. It
seems I missed a notification about it somehow.
That said, all seems to be working now. I haven't tried it in some
time, but the banner text is now displaying as it should.
