Sorry for all the posts. So the problem is still there and the patch does need to be applied. BUT there is a new profile for network manager called "Auto Mobile Broadband (GSM)" . That no longer attempts to set the APN but on dial *99#. So the problem is skipped. Patch still needs to be applied.
