I am also seeing the same issue but on different hardware and the x86_64
version of 9.04.
My hardware is:
Abit AB9 Pro Motherboard
4GB DDR-2 800
Intel Pentium Dual Core E2180
CPU0 will not scale, but CPU1 will scale.

Ok so I have done some more research and this definitely seems to be an issue
with Grub and my motherboard/chipset. Other users of my motherboard are having
the same issue with Grub and have resorted to using another bootloader called
