Command used to create a luks2 volume:
cryptsetup luksFormat /dev/loop0 --type luks2 --hash sha512
Output of luksDump shows pbkdf2 is still using sha256
The problem has been resolved in version 2.2.0 cryptsetup:

That's right, but I am asking you to update the Ubuntu 18.04 package
because the current version of cryptsetup is too low (2.0.2 and the bug
removed in 2.2.0)
