I did a $ sudo rm /var/cache/apt/archives/*.deb
then $sudo apt-get dist-upgrade
all the updates seemed to install without errors.
ubuntu-release-upgrader-qt was not installed with the dist-upgrade.

of edit to settings. After closing the pop-up window the scroll bars are
no longer accessible in the main xchat window.
Only way I have found to enable them is to restart xchat
