I just built ImageMagick 7.0.10 from the latest upstream git source
without any issues.
I also don't have freetype's .la file on my system, but as I said, it's
not needed.
I'm building on Debian Sid, so there's a slight difference in packages.
I'll spin up a Ubuntu 20.04 VM and try building again
Please provide the commands you use to compile and encounter the
FreeType linking issue, so I can see what's going on.

2.8.1-2 in February 2018. In any case, you shouldn't need it to link
against FreeType 2.
Looking at your Dependencies list, you're only including shared

Out of interest, I installed 18.04 in a VM and had no problems
installing the multi-arch libfreetype6-dev packages for and64 and i386.
That said, you’re largely out of luck when it comes to building Wine
from source on 18.04. Even the most recent point release (18.04.6) is
