Ok I have it. Python is the problem. All programms, witch want a one
user, have a problem. Python logt the passwd. If I kill Phyton and
remove se locks i can normal install an deinstall all programms.
For examble:
# /usr/sbin/useradd -d /home/usbmux -g plugdev -s /bin/false -u 119 usbmux
useradd

The fglrx i can install after this Workaround
I can also confirme this bug. I can see this bug if i have more than 31
Links in one menu. One question i have. Why is the Importance: low? For
me is this is a critical bug. I don't can youse UNR if i have more than
31 links in one menu!

BUT: This is a development version of gimp, without adjustments for
ubuntu and can come with other bugs! The look and feel is different from
the ubuntu version.
If you like to remove this version after
Gimp-edge (Current 2.9.5) is the unstable [!] development branch of
GIMP. The next stable release is GIMP 2.10.
