I realised a bug on 13.10 with the Czech (qwerty) keyboard. In Text Entry
Settings I have the English (US) and the Czech (qwerty) Input Sources.
Switch to next source using: Shift+Alt_L
Switch to prev. source using: Shift+Alt+Control_L
In the Keyboard/Shortcuts/Typing I choose Caps_Lock for Comp
I realised this bug after upgrading to saucy. In raring networking and
suspend worked well.

In my case it was because I had a small (480 MB) /boot partition and
there were lot of (~10) 3.8 kernels. I have uninstalled older ones by
hand and now the installation is OK. I have encrypted home and I don't
think that could be reason for insufficient space on /boot.
