No, this is a bug in kdm. Window managers should put .desktop files for their sessions in /usr/share/xsessions. kdm is responsible for /usr/share/apps/kdm/sessions (or /usr/lib/kde4/share/kde4/apps/kdm/sessions/ for kdm-kde4). Of course, ratpoison doesn't install /usr/share/xsessions/ratpoison.des
