I have had the same issue when upgrading from 9.04 to 9.10, and changing
the settings as above fixed the issue.

Seems like this is more than just a gedit issue then.
1. Can you start a guest session and see if the issue appears there?
If so
2. Can you do the following in a terminal:
xev | sed -n 's/^.*state \([0-9].*\), keycode *\([0-9]\+\) *\(.*\), .*$/keycode
\2 = \3, state = \1/p'
Then press F9 and
No problem, it must be some type of configuration issue, I would suspect
one of the applets or AWN is possible grabbing that key binding. Trying
without that running might help to see where the issue is.
