Since upgrading to Ubuntu 18.04 I can no longer connect to L2TP VPNs. I
have tried building 1.3.12 of xl2tpd since I read reports about problems
with kernel 4.15 and the original xl2tpd, but that didn't help.
I'm running Ubuntu 18.04 LTS and using network-manager-l2tp version
I use 1.3.12 of xl2tpd and I cannot see any logs about "udp_xmit" in my log
file.
I have attached my log file where I replaced my vpn server IP.
The same VPN works fine from my other computer with Ubuntu 16.04. This computer
is upgraded from 16.04 to 18.04.

Douglas, you solution worked fine for this VPN. Thank you! Now I will
continue on my office VPN (this was a third party VPN) that is even
stranger. Here I can connect when I'm at my office, but not from the
outside. Strange that L2TP is so hard to get up and running. Anyway,
thank you for your help
There firewall is ok. But I found that something got messed up when trying to
connect to the VPN from inside our office. The VPN should be used outside the
office of course, but I just wanted to test it. I don't know why, but it
started working after doing "apt purge --auto-remove network-manage

My upgrade from Ubuntu 14.04 to 15.10 hanged and I had to hard reset the
computer. After reboot I count't even get the GUI starting, but after
some Googling I did "sudo dpkg --configure -a" that seemed to resolv
most things. This issue still occur though.
