I tried the initial installer steps today on z/VM and the problem with the
massive updates on the download progress is even worse there.
The amount of lines for 1% progress image download status is on z/VM in the
3270 console 144.
With the default 3270 screen (80x"43") it's a bit more than 3 page

flush sequence"
I ran again a quick smoke test on the packages ibm-java80-jre and
ibm-java80-jdk (both from "-proposed partner" on xenial in version 8.0.6.0)
performing install, upgrade, package info, version, help, compile, verbose
compile and program execution.
So far everything looks and works like expected.
I now tried to recreate the situation on an HWE LPAR with HyperPAV alias
devices enabled and it works for me, but my usual alias device range is much
smaller.
No observable delay on reboots.
So it could be a problem with the alias device ranges 17** or 27**.

I can confirm now that this works now on LPAR with DASD as well as with
zFCP/SCSI disk storage using subiquity 20.03.
(I had to use edge just to overcome a probing block device issue and had to
juggle around an issue with VLAN networking, but the zkey usage is independent
on that.)
