I can also confirm that this problem still exists with a fresh install
of Ubuntu 18.10 with kernel 4.18.0.. I will try the
psmouse.synaptics_intertouch=0 workaround.

I have the same problem. I have a "Microsoft LifeCam VX-800", which I
would like to use as input device. It works when I select it manually,
but the selection is switched back to "Internal Audio" after every
reboot.
