Same issue here.
I do a dry-run in VirtualBox for a 64 MB install of Xubuntu 8.04.
I am discouraged to do the real install on my low memory machine.

i've tested a dirty solution for 64 MiB systems:
* select the "command line install" in english: F4 at the welcome screen
--> it has less chances to hang during install
* do the install until it hangs at 75% because of generating locales
* switch to 4th VT with "Alt+F4" to check what it is doing
Maybe it is possible to do the hack before the step "Installing the base
system" reaches 75%:
* "/usr/bin/localedef" is part of package"belocs-locales-bin"
* this package is installed before the process reaches 40%
If you do the "chmod" when the step "Installing the base system" is between 40%
Even if you choose language English for faster install, be sure to
select the appropriate keymap before install (press F3), so you can type
your login/password rightly.

Leann,
I've installed Xubuntu Hardy 8.04 with 64 MiB and 512 MiB of swap.
This bug is still present in Hardy: 38 MiB of l-r-m do not fit into 32 MiB of
tmpfs.
It does not hang the install, but not all the modules are loaded during boot up.
It may result in a system that is not working correctly.
I've tested the bug on Gutsy first.
Yesterday I installed Hardy and experienced same problem.
First I looked around on forums, and I saw that french users have similar
localization problem with SLiM and derived works (Fluxbuntu).

Please merge this patch in the planned release, or something similar.
IMHO it should be fixed in the LTS version Hardy, to improve support for low
