This is because n-m uses gnome-keyring.
So there are two options IMO:
a) n-m no longer uses g-k
b) g-k has the option to no encrypt the passwords it stores.

Same problem of yours with an hp nx7400 notebook (intel 945gma).
xset dpms off
shuts down the backlight for a few seconds.
Only vbetool dpms off shuts down backlight really.
I tried on debian etch (similar packages, same i810 driver, same notebook) the
problem is not present.

Thomas, the problem with system-admin-users is with gksudo.
You should launch it from a terminal with:
sudo dbus-launch application
such as
sudo dbus-launch gdmsetup

I can confirm the bug.
I have initramfs-tools 0.85dubuntu5.
I can't boot with 2.6.20-2, but can with 2.6.19-7. Haven't tried with
2.6.20-1 (all generic).

I've seen it, but it's only the debian package, repacked for ubuntu. It has not
usplash support and other ubuntu specific additions.
