It turns out my title bar issue was because my session had reverted to X
for some reason rather than Wayland. I had to select X and then select
Ubuntu again in order for it to choose and launch Wayland. After that my
desktop is working as expected again.

I performed a do-release-upgrade on a digital ocean droplet running
trusty. The end result was a system in which systemd wasn't running but
every tool thought it was. Can't reboot, etc.
I get error messages such as:

To close the loop here - /sbin/reboot -f did reboot the system and it
came back in a perfectly working, systemd enabled system. It was
definitely a broken user experience though.

To be clear, the switcher comes up quickly, it's the tabbing between
applications that takes seconds to register. I'm a little suspect that
the behavior is isolated to ATI cards but I'm not certain.

Only the master slider moves when I turn the volume up and down with the
keyboard keys. No sound is audible unless the master is at 42% (6.75 dB
gain) so the entire range of audio is between 42 and 100%.
It happens the same when I plug headphones in.
Now, If I max the master mixer at 100% and use
FWIW, the xserver-xorg-video-ati driver performs much better than the
fglrx driver. It still lags when you successively hit tab to move to the
next application but it's much better than the fglrx driver.
