Well, I don't know which procedure fix that, but I took the following actions:
1st - remove Skype via terminal
2nd - remove any reference to Skype via Nautilus (as root). Do a search for
"skype" and delete everything that shows up
3rd - download skype package from its site
4th - install and be hap

I can confirm this bug also happens on a fresh install of Kubuntu 13.04
using a custom COMPAL notebook with Intel i915GM graphics driver.
To me the workaround is just press Fn+F5 (brightness up) when the screen

ubuntu-settings will install "/lib/netplan/00-network-manager-all.yaml".
