with the completion of powa-archivist tonight we have resolved the last reverse
dependency of src:postgresql-12 in hirsute. Now everything depends on
postgresql-13 as it should.
The one dependency left is - as mentioned - postgresql-12-powa which is
in the [1] NBS repor

- PG-13 is migrated and all dependencies with it
- Various leftovers were removed in bug 1907110 and via further NBS removal
- bug 1908185 removed PG-12

postgresql-client-common is not compatible with

the version in Xenial is afaik only postgresql 9.5 (for the server and the
tools).
9.6 would be available in later releases like Ubuntu 17.10 and Ubuntu 18.04 is
already on postgresql-10.
I would not even see how you start to install postgresql-client-9.6 in
xenial without adding non support

I don't know how your config change broke the configuration from the logs.
But that is what then breaks the update/reinstall.
For a service to be upgraded it needs to be restarted.
If you want to start from scratch you have to "apt remove --purge ..." which
will wipe any configuration. Otherwise
That would imply it was resolved in slang2 (libslang2) 2.3.0-4 which is
in everything later than Xenial.

This was made available in Ubuntu Bionic (ethtool 4.15 along kernel
4.15).
Even thou there are HWE kernels that bring the newer Kernels to LTS releases
AFAIK there are no plans to also backport ethtool changes along that to ethtool
(which lives in the kernel teams scope now).

The GH issue calls this closed for 18.04 - setting the bug that way.
