Same thing happened to me:
A mounted USB drive with only one partition on it got really messed up. I had
the same thing happening to me a week before (that time killing a UFS and a
HFS+ partition) but was attributed it to an user error that time.
This time, I searched back in /var/log/messages a
resolving as NOTOURBUG, as this is a caused by Ubuntu/Debian packaging:

Can confirm this with backport 1:5.2.1~rc2-0ubuntu1~xenial0 and gtk2
backend.
Workaround: Use gtk3 backend, installing libreoffice-gtk3 should be
enough (Please report back if that doesnt suffice, libreoffice should
prefer gtk3 over gtk2 if both are installed).

(which defaults to gtk3).

So this doesnt happen in default ins
if the tarfile would indeed be corrupt this would have long be noticed

So looking into this is like following the white rabbit:
The g_lo_action_group and g_lo_menu from
vcl/unx/gtk/window/glo{actiongroup,menu}.cxx seem fine.
The vcl menu from include/vcl/menu.hxx seems fine too.

So ... this isnt completely triaged yet. Here is what I observe so far:
LibreOffice builds with full l10n sometimes gets stuck in ways they dont
when building on a plain Ubuntu 16.04.
The stuck state is as follows:
- make doesnt create new jobs
- make has no child processes
This seems to be a Heisenbug. I cannot reproduce it every time, though
it certainly happens[1].
I am not sure I have seen this on a build running through from start to
finish. So this _might_ be something that only happens when restarting a
partial build. (Which is not that uncommon for LibreOffic
