I'd not ship the upstream version - dpkg-reconfigure just doesn't do anything.

Your description is wrong - systemd happily handles a running gpsd in
fireground mode.
Also /etc/default/gpsd is not read by gpsd, but by systemd and the options are
passed to gpsd.
Whatever the problem is you are having, your change is not the fix for
it.

Looking at the patch I'd think it should work, I'll give it a try later.
But on the long run the whole code should be rewritten to avoid parsing
NMEA strings as this is prone to errors. Just take the code as suggested

thanks for asking! Syncing it should be fine - I'll upload merkaartor to
unstable after the release of Squeeze in ~2 weeks. And I'll check back
