This bug is not ressolved! I can only classify its current status as "Gentlemen, the ice has shifted (a bit)". The Unity desktop still shows wallpaper only, and decorations are absent. Have exactly same situation as OP. Environiment: Ubuntu 13.04, 32bit, stock install. lshw of machine attached.
