Fixed this. It was caused by a change in the CDIMAGE code that
identified the version 12.04.x. I republished the latest !2.04 and put
in redirects for /releases/precise/release/ubuntu-12.04.2-server-
cloudimg-amd64-disk1.img and /releases/precise/release/ubuntu-12.04.3
-server-cloudimg-amd64-disk1
This is a regression caused by moving 12.04.3 to use cloud-init
provisioning. I'm currently building a test image now, but it looks like
the following commit will fix the problem:

you don't get it for on the terminal. I am not opposed to making the
change, but this would enable some users at the risk of breaking others.

submitted it as an SRU.
