It looks like many people had trouble with this, and a common cause is a
misconfigured /etc/network/interfaces. There is a thread here

I have recently installed Karmic on my Acer Aspire d250. I use a proxy
at home, but not everywhere else. I used it at work, expecting to be
able to download some packages for it, but it only gave this repeating
error message when I went to reload my p

Darnit, now my brand new Ubuntu 9.04 installation is having the same
problem! Does a proxy have something to do with this?

I REALLY would like to see this fixed at least in Karmic because this
error is what usually almost instantly turns me away from ubuntu/Linux

I have recently installed 10.10 Desktop on my netbook, which has had
this exact problem before on the past 4 versions of Ubuntu. I am
disappointed to see that after 4 entire versions this problem still has
not been fixed. Ubuntu team, please focus on bugs, then do features.
