where I am observing the described behavior (but just in impish, where
there is an ExecStartPre for the nginx unit). I

phpunit-type 3 has sync'd. The current phpunit version in the archive
requires it to be < 3. We should merge the new phpunit version available
in unstable.
Let's remove the circular dependency on phpunit so we can build it in
-proposed. Then, we can re-enable the test suite a
