I'm attaching a debdiff which applies DonQuichotes modifications to
debian-start.inc.sh. Above mentioned SQL query is the only thing being
modified.
It works well both with and without the ANSI sql mode. Just to be on the
safe side I've also tested the new query against these sql modes: DB2,
MAXDB
I can confirm exactly the same behavior in Jaunty (xterm 239-1ubuntu1)
Also, I do get the same result from a default English install. That is,
using the locale en_US.UTF-8.

This is nothing specific o the inputattach package. Try doing an apt-get
source on any package and you'll get the same result. The source
packages are signed using the individual keys from whoever uploaded
them.
Of course, one might argue that having trusted signatures also on the
source packages

I can confirm this problem in Jaunty (5.2.6-2ubuntu5), Intrepid
(5.2.6-2ubuntu4) and Hardy (5.2.4-2ubuntu5.4). Well, at least I can
confirm the symptom.
The versions in Gutsy (5.2.3-1ubuntu6.4) and Dapper (5.1.2-1ubuntu3.12)
seems to be working fine.

(re)introduced into php5-cli in Hardy.
I downloaded the source packages of php on Hardy as well as on Jaunty,

Tried your example on both a fresh Ubuntu 8.10 and a fresh Ubuntu 9.04.
In both cases I actually ended up with the a grey scaled result.
Not so sure if this is an upstream issue, considering that both Ubuntu
8.10 and Ubuntu 9.04 uses the same upstream version of PHP.
