Hi, rubygems is only available as a .deb in Feisty. For Edgy (6.10) and lower, you can try installing rubygems manually. It's not that Ubuntu is unwilling to use rubygems, it's probably just because it's only recently that it was made available in Debian and synced in Ubuntu. I hope this helps.
