I'm hitting this as well, after walking thru a Grizzly -> Havana ->
Icehouse B1 upgrade. In my case, this happens at startup of nova-
compute itself. Using nova-network flatdhcp multi_host, 2 compute nodes
/w 2 local nova-network services. Startup fails on both.
