Surfaz, Dato (the Debian maintainer) and I have talked about this, and
we think the change is fine. I don't have time to sponsor it right now,
so if somebody could do it that would be nice.

According to the notification-daemon spec, the "Actions" feature may or
may not be implemented by the daemon, and apps should check whether
support exists before using it.
Actions: "This functionality may not be implemented by the notification
server, conforming clients should check
