I added "acpi=force" to my grub boot, no success.
I then rolled back my graphics driver from Nvidia prioprietary 440 to
Nvidia proprietary 390, and the issue is gone.
I don't really understand how the graphics driver is involved in the
shutdown process, and if Nvidia is to blame here. I'll let mo

Could you please run simple-scan with debuging, by opening terminal and
running:
simple-scan -d
and reproduce issue by scanning one page with changed brighness and contrast
