Ubuntu Cosmic (18.10) still fails to load certain fonts at boot. The
problem is that setupcon has a bug in it that attempts to load the font
TWICE, which fails for certain types of fonts. The attached patch fixes
this issue.

Using tar with: tar -czpf ... the incremtal function works right.
Using tar with: tar -cpf ... the incremtal function dont work.
Without compressing tar always produce a full backup archive.

I cannot reproduce this on a fresh install or the live system using the
instructions given. Is there something unique about the build on this
particular machine?
