I've been able to re-create this using fresh install of Ubuntu 18.04
without using LXC or LXD, but just using network namespaces.

ip link set dev ipv1 netns ns1
ip netns exec ns1 ip addr add 10
Ok tried with new kernel but no change. I also figured out this is nit related
to the dock. Behaves the same when I connect the adapter directly to
thunderbolt port on the laptop. Order matters here as well. First adapter, then
cable :).
I will then create a bug for Intel graphics.

Title:
Fix I219 doesn't get woken up after plugging ethernet cabl
--- Comment From christian.r...@de.ibm.com 2019-02-22 05:23 EDT---
Further investigations revealed that no dm-crypt mapper device is needed at all
to reproduce the behaviour but just two block devices with different physical
block sizes, e.g.
# blockdev --getpbsz /dev/mapper/mpatha-part1
Mine's still not working. It downloads
http://archive.ubuntu.com/ubuntu//pool/main/g/glibc/libc6-udeb_2.23-0ubuntu11_amd64.udeb
which was uploaded *2019-02-05 20:38*. Not sure if this is still the
same problem, or if it's my (older) installer image that is the problem.
