It might not be a Ubuntu MATE driven issue though,
But, It happens to Ubuntu MATE and other MATE based Ubuntu driven OSes like
Linux Mint MATE also.
And, it is still the case for Linux Mint 18.3 MATE.
As such, This report should not be expired, until we find out the reasons of it.

Public bug reported:
Maybe for new users it would be helpful to have a keyboard shortcut in
18.04 to open the Whisker menu. Many other distros and systems have a
keyboard shortcut to open the menu.
What do you think?
ProblemType: Bug
DistroRelease: Ubuntu 18.04
Package: xfce4-whiskermenu-plugin
properties:
alsa.card = "0"
alsa.card_name = "HDA Intel PCH"
alsa.long_card_name = "HDA Intel PCH at 0xf434 irq 142"
alsa.driver_name = "snd_hda_intel"
device.bus_path = "pci-:00:1f.3"
sysfs.path
Confirmed, except for me it always resets to 100%. That's far too high,
I need it to be around 50% or so. Either way, the resetting is very
annoying.
