I simply backported NikiC's suggestion from SO. I will update the PHP
bug, as I think we'd rather it get fixed appropriately upstream (and
they will presumably add a testcase).

Sim lock
I don't have sound notification on new SMS at the moment on my Nexus 4.
It was working properly before (before OTA-11 ?). From parameters it
should sound and vibrate, none is done. And I am not in silent mode.
It's a serious issue for my daily use.
