Being 'Always On Top' is about being visible, not having the focus. (In
fact, we usually use this feature when we want the window to be visible
when it does NOT have the focus.) Therefore I definitely think this is a
bug, not a feature.

I do have the latest version of BIOS installed. My computer is a dual-
boot one so that it installs BIOS updates when it runs Windows 7. The
problem with the brightness level persists. I am using ubuntu-MATE (see
below for more details on the OS).

I re-installed Ubuntu, and I found that "line in" from the sound card
wouldn't play. I use my PC for TV audio: TV audio out in PC sound card
in, and it plays. But, like when I installed Ubuntu a couple of years
ago, that doesn't work by default.

Doesn't the fact that the bug appears on three different machines reported here
(Dell Inspiron N411Z, Dell Vostro 3750, HP Pavilion DM1) show that it is not a
BIOS issue?
I still experience that on my HP Pavilion DM1, on which I just replaced Ubuntu
by Linux Mint 17.2.
